Rudolph R. Jones
Rudolph R. Jones is a Certified Public Accountant – CPA (Self-taught to pass the CPA exam); licensed in the states of Maryland, Virginia and Washington, D.C. In June of 1983, Mr. Jones graduated Cum Laude from the City University of New York with a Bachelors of Science Degree in Business Management-emphasis in accounting. He subsequently worked fifteen years as a Federal Auditor for the U.S. Department of Education in Washington, DC. Also, he graduated from USA Graduate School / Southeastern University with a Masters of Science Degree in Taxation, earning a 4.0 Grade Point Average.
His national and international professional experience include exposure to both the private business sector and to federal government accounting and auditing. His private business experience includes, five years of international accounting at Sybrandt Silvera, CPA, Jamaica, W.I., and three years with the Long Island College Hospital, New York, where he was involved in general accounting.
From 1987 to 2002, Mr. Jones worked for the U.S. Department of Education as a Federal Auditor for the Office of the Inspector General (OIG). In this position, he was responsible for designing and developing audit programs, performing audits and reviews involving mostly fraud auditing and pre-award reviews.
In 1993, Mr. Jones developed auditing policies and procedures for a first-kind audit, “Review of the Maryland State Department of Education and Baltimore City Public School Administration of the Chapter I Grant Back Program” (similar to a fraud audit). This resulted in findings and cost savings of more than $1.5 million for the U.S. Department of Education.
In 1995, Mr. Jones conducted a significant review on the costs proposed for direct student loan by Electronic Data Systems (EDS), Herndon VA. This pre-award audit resulted in over $12 million in cost savings to the U. S. Department of Education after the contract was awarded to EDS. While conducting audits for the U.S. Department of Education, Mr. Jones used procedures to ensure that audits were conducted in compliance with Federal laws and General Accounting Standards (GAS), while adhering to the mission and goals of the OIG, namely: to promote the efficient and effective use of the taxpayer dollars in support of American education.
In 1998, Mr. Jones, together with Harriett V. Lyon (the CFO) and T. Lee Jones (Registered Agent), organized Rudolph R. Jones, CPA & Associates, a progressive local CPA firm, which initially served the District of Columbia, and Maryland and Virginia suburbs. Mr. Jones is currently President and Senior Managing Partner of the firm, and continues his commitment to excellence in client service with new and innovative approaches to client satisfaction. Since May 1987, he resides in the District of Columbia and has maintained an active participation in civic and community affairs in the Washington, DC, Metropolitan Area.
Finally, on an even more positive note, Rudolph R. Jones (Skipless) was born and bred by the late William and Rosetta (RoseWill) Jones of Sandside (Slave Town), St. Mary, Jamaica, W.I. His “Mentors” include: Leslie (Douggie) Fairweather; Dandy (Pope) Frazer; Ivan (Dandy) Jenkins; Anthony (Milton) Lugg; Leroy (Caliban) Jones; Bunny (ISLINGTON) McKenzie; and, “Don Carlos” (departed angel). In June 1976, Rudolph R. Jones and his immediate family officially immigrated to Brooklyn, New York. Five years later, he became a Naturalized U.S. Citizen; and the rest, which is in God’s hands, is history.
